As the economy continues to develop, competition among enterprises is also more and more intense. How to enhance the enterprise's core competitive power in the fierce market competition, which is a very urgent and realistic issue and places in front of each SME. At the same time, Ningxia is located in northwestern inland areas, its economic development is lagging behind, in order to better economic development, we must vigorously develop small and medium-sized enterprises.In today's market economy, competition among enterprises is, in the final analysis, talent competition, human resources has become the first enterprise development resources, is particularly important for SMEs. As for SMEs, human resources management directly impacts on the situation of t company's survival and development. But the situation of human resource management of SMEs in Ningxia is not optimistic, there are many problems still exist in human resources management concepts and systems. Therefore, study on the existing problems in human resources management of SMEs in Ningxia has great significance to promote the efficiency of enterprises and helps SMEs in Ningxia to enhance theirs market competitive power.This paper has four parts, relates to the role of SMEs, the current situation as well as existing problems, first expounded the theory and advanced experience and then discussed the overall development of SMEs in Ningxia, and the problems of human resource management, such as the business recruitment, training, assessment, incentives and so on. Form the three aspects: enterprise organizational system, manager's sense and staff individual, the paper also analyzes the factors, which affect the human resource management of SMEs in Ningxia. Finally, according to the advanced experiences at home and abroad, gave some advice to solve the issues of human resources management and discussed the human resources management system be in keeping with SMEs in Ningxia.Chapter 1 is Introduction. First of all, clears for the SMEs of the importance of economic development and elaborates the correlation theories, simultaneously, carries on the contrast analysis to the foreign advanced SMEs'human resources management pattern that can draw on the place.Chapter 2 talks about the problems of human resource management in Ningxia SMEs. First elaborates present situation of economic development, characteristic and existence problems, then analyzes the problems which exist in the human resources management in Ningxia SMEs.Chapter 3 analyzes the factors, which affect the human resource management of SMEs in Ningxia form three aspects: enterprise organizational system, manager's sense and staff individual. Chapter 4 gives policy proposals to solve the problem of human resources management, makes a recommendation on SMEs'human resources management system of Ningxia.
