Study On The Regionalization And Its Pattern Of Land Exploitation & Consolidation Project

When No.11 Document of the central Government put forward that actively promoting Land Exploitation & Consolidation to perfect the land building, we had invested in the Land Exploitation & Consolidation for 10 years since 1997. In these 10 years, we had made remarkable achievement in many agricultural fields, such as constructing modern agriculture, developing rural economy, increasing peasants' income and so on. But there were also many problems need to be solved urgently in this field. First, because of the design basis of the project programming was not sufficient and lacking of area pertinences, there were too much duplicate in the design of the project in many place, and it also reduced the project's actual application. Second, the Land Exploitation & Consolidation which were happening in China now were most according to the Pre-Soviet Union and the German's experiences, and a lot of theoretical and research have not satisfied the practical work at present. So it's urgent to strengthen the research in this field to form a theoretical system and working thoughts which are suitable for China.This paper studied on the regionalization of Land Exploitation & Consolidation Project and its patterns on basis of the current regionalization theory. This paper has offered some conclusions as follow.1.Based on defining the conception of regionalization of Land Exploitation & Consolidation Project and its patterns, this paper has put forward the theoretical analysis basis including the Regional Differentiation Regularity, the System Theory, the Theory of Human Geography Relations Coordination and the Ecological Economics Theory, whichwere throughout the whole paper.2. In Qualitative analysis of the influencing factors of the Land Exploitation & Consolidation Project, the geographic coordinates have been introduced to the index system of regionalization referenced from the theory of spatial analysis to tighten the relationship between the adjacent area when we used cluster techniques and also could reduce the exclave. The new Index system of regionalization about Land Exploitation & Consolidation Project included some evaluation indexes as follow.Influencing Factors of natural conditions: the coordinate of longitude, the coordinate of latitude, landform and physiognomy, soil types, groundwater level, soil salinization degrees, engineering geological conditions and storm intensity; Influencing Factors of social and economic conditions: grain yield per hectare, per capita income of peasant, the proportion of rural population and the proportion of agricultural value added.Influencing Factors of land utilization conditions contained farmland areas per person, irrigation guarantee rate, the potential of the land Exploitation & Consolidation.3. The regionalization model of the Land Exploitation & Consolidation Project was constructed. In the process of regionalization, Determine the weight Value of every index by AHP to distinguish the different influence degree was given, and then the method of Principal Component Analysis (PCA) was used to reduce the dimension and the overlapped information of the regionalization index. At last the area was divided division by the method of WARD -hierarchical clustering. After all, the statistics as SPRQ, PSF and PSt~2 were used to perfect the area division results.According to the construction contents of Land Exploitation & Consolidation Project, this paper introduced many indexes to classify the patterns of Land Exploitation & Consolidation Project which included the form of field blocks, irrigation method, channel structure, drainage way, the material of channel, ditch and the field road. Also this paper gave the results that the classification of the patterns was the progress of reclassification to the regionalization of the Land Exploitation & Consolidation Project.4. The regionalization model of the Land Exploitation & Consolidation Project was applied in Shanghai. In this paper, Shanghai was divided into 3 regionalization: Estuary Shoal Plain, Gangdong Coast Plain and Dianmao Lowland Plain. Certainly, all of the results listened to the expertises from agriculture and land department.Shanghai was redivised to 6 engineering patterns on the basis of the result of the regionalization by the cluster system. The 6 engineering patterns were the engineering pattern of the saline shoal , the plain along the Yangtze River, the engineering pattern of saliniation plain , the dish margin table land, the engineering pattern of river network plain and the polder land . This paper will put forward the construction contents of every engineering pattern which was based on analyzing the main features in every regionalization and the facing problems in the practice of the Land Exploitation & Consolidation. These would provide convenience to determine the projects' aim and the construction contents of the special conditions.
