| The education and training of rural surplus labor is an important way to solve "three agricultural" problems , the urgent requirement of China's industrialization, urbanization, and of agricultural modernization, an inevitable choice for the building of new socialist countryside, an important aspect of China's advantage getting in the sharply international competition, and rural laborer's strong desire for self-improvement. The education and training of rural surplus labor force is involved in the complex project, not only including the training and education after transfer held by companies, but also including the training and education got before transfer,which aimes at the solving of the problem from the source. As a result, The education and training of rural surplus labor before transfer is an important topics both the China's education system and the building of a harmonious society in China.This article is comprised by seven parts. The structure of this article is as follows:In first chapter, inquires about abtaining from the education and training of rural surplus labor's domestic and foreign development history. Analyse further the basic theories on the education and training of rural surplus labor, including the concepts of the article involved in, supporttive theories and so on.In second chapter, analysis of supply and demand of the education and training of rural surplus labor before the transfer in Wuhan. The author analyzes the attribute of the education and training of rural surplus labor, and further analyze the responsibility and lack of commitment of the government, community, labor.In fifth chapter, analysing the basic laws of supply and demand of talent in the market economy, combining with the reality of Wuhan's economic development and vocational training resources, the author suggests it is essential to establish of "market participation" training mechanisms .The establishment of mechanisms should follow the principles which is as below: the overall co-ordination, structural optimization, dynamic adaptation, so that training can meet the social needs for skilled personnel. Administration for education and training should contain two parts, on the basis the macro-based organizations of municipal government, to further improve the counties (districts) management as leading part, co-ordinating among government departments at various levels of internal coordination mechanism, taking advantage of flexible and diverse forms of management, and guiding the self-organization to participate in it; following both the principle of "who benefits , who pay" and the principle of the capacity to pay, to perfect the multi-agent and multi-channel input mechanism including the government, society and individuals; the evaluation methods of comprehensive use of the Government and the community can promote the effectiveness of personnel training.In sixth chapter, In the process of re-configuration of rural human resources under the socialist market economy conditions, it is also important to emphasize the highly macro-control of government. Government can make comprehensivly use of laws, policies, media and other means to create a good social atmosphere for the training of rural surplus labor.In seventh chapter, addressing the main conclusions, creative standpoints and the viewpoints which should be improved. |
