Xinjiang dairy industry is an important economic pillar industries. Xinjiang dairy industry has been in competitive disadvantage though it has excellent resources in China's dairy industry. The fundamental reason lies in the lack of the core competitiveness, so cultivating and promoting the core competitiveness of the dairy enterprise in Xinjiang dairy industry is the priority to cope with competition and maintain sustainable development. To promote their core competitiveness, we must first objectiviy analyse and evaluate it. Only through scientific evaluation can we find the gap of competitors between Xinjiang and it's competitors in home and abroad, so as to provide direction for promoting core competitiveness. So I have done one-year-long site investigation, under the premise of obtaining four dairy company first-hand information for preparating for the study ,this paper conducts studies on evaluation and promotion the core competitiveness of dairy enterprise from the theoretical and empirical aspects based on the premise for doing a good job under study. Main contents:First, the paper systematicly sums up the composition of core competitiveness and the theory and method of evaluation at home and abroad from the basic connotation, evaluation, promoting strategy aspects. Although researchers do not view the same, but has also developed some basic consensus. Researchers generally believe that: The core competitiveness of enterprises refers to the resources such as technology, management, brand, marketing, internal and external resources etc. which have been effectively integrated to form the unique key resource and capacity,which help to set to create more customer value and support to maintain sustainable competitive advantages.The main three evaluation methods of the enterprise's core competitiveness are qualitative and quantitative evaluation, quantitatively and qualitatively comprehensive combination including AHP, principal component analysis, factor analysis, fuzzy math evaluation, data envelopment analysis, and so on, which represent the mainstream developing direction, combination assessment is a developing trend of comprehensive evaluation. The main means of fostering the core competitiveness of enterprises are technological innovation, strategic alliances and corporate restructuring, government support etc.Second, the basic connotation, features and elements of composition of the enterprise's core competitiveness are analyzed on the basis of systematic sumrizing the theory at home and abroad. According to the requirements of AHP fuzzy comprehensive evaluation and data envelopment analysis, the dairy enterprise core competitiveness evaluation system has been constructed including the establishment of evaluation index system and evaluation model. Third, three large dairy enterprises have been selected for representatives. Applying the evaluation system of dairy enterprise's core competitiveness makes an empirical analysis; Based on the AHP fuzzy comprehensive evaluation method, the paper analyzes the advantages and disadvantages of Xinjiang dairy enterprise core competitiveness. On this basis, using Data Envelopment Analysis (DEA) evaluates the efficiency of dairy enterprises core competitiveness in Xinjiang from input and output angle, find out the key factors that affect the core competitiveness. The following conclusions have been drawn :The main influential factors of the core competitiveness of dairy enterprises in Xinjiang are the ability of technological innovation and marketing capacity. The second are human resources management capacity and enterprise management capabilities. The influence of the profitability of the business and the capacity of sustainable development is the smallest; There is a very wide gap in dairy enterprise core competitiveness as a whole between Xinjiang's and Erie. The outstanding manifestations of competitive disadvantage are: poor ability in technological innovation, weak capacity of human resources management, small-scale enterprises, the "crowding effect" in milk resource and capital input. the key factors that affect Xinjiang dairy core competitiveness of enterprises are technological innovation, scale factors, human resources management capacity,milk resorce and capital operation.Finally, three major dairy enterprise have been seleted as representatives to the Erie dairy bar, based on the results of the evaluation on empirical analysis, studies on the cultivating direction and focus of Xinjiang dairy enterprise's core competitiveness. Proposes the competitiveness from enterprises and governments two angles. This paper argues that the government needs to fufil and improve the following work: Improving the government policy support system for enterprise, optimizing the layout of the dairy industry and cultivating dairy superior brand, developing technological innovation cluster, creating a favorable investment and financing environment etc; Enterprises should focus on cultivating these areas: Innovating core technologies and human resources management, speeding up resource integration, reconstruction the leading enterprises scale "effect", paying attention to milk resource building, fostering the capacity of enterprise capital operation etc.
