With the growth of economic, the logistics is having much rapid development. Currently, independent logistic process management directly results in the growth of the total logistic cost in micro view, while in macro view it deteriorates the city transportation conditions. For example, it brings up the problems such as traffic jam, environment pollution, high energy consumption, etc. The increasingly obvious conflict between logistics nets construction and current city layout has become the major factor preventing the upgrading of the city economic qualification. We must construct a good logistics network in one city. Amoung this, optimal the size and location of logistic nodes in cities has become the important part in the proceeding of cities planning. Therefore, we have to plunge ourselves into deep research to this topic.We aim to both optimize city logistic hub as well as location layout and scale of commercial retailer represented by shopping malls to control the transportation requirements for retailing commodities during the process of circulating in cities and thus decrease the total transportation cost. The first page of this researching paper introduces the general theory of location selecting for city establishments and the influential factors and the deep analysis of optimized location selection modes abroad. On this basis, we summarize the circulating nets for retailing commodities in China cities and think that city logistic network is made up of four-layer link and three-layer link. However, the start and ending points for retailing commodities in circulation related to private cars for shopping and public transportation. Double-layer optimized modes should be established according to above theory of logistic. The upper layer of the mode optimize the scale and dimensional layout of the shopping mall. The targeted function is the minimized total cost for transportation costs from logistic hub to shopping mall for a commodity truck, the transportation costs for residential place to shopping mall and the establishment cost of shopping mall.Generic Algorithm is the technology of Iterative searching, it simulates the evolutionism and the law of survival for the fittest, searching the the fittest answer in the restricted scope. Because of the relation of the double optimized functions, this research takes advantage of Generic Algorithm to develop the solution to work out this very two levels programming model. Finally, this paper utilize the real data of Dalian city to effectively calculate the effectiveness of this modes, bringing forward related conclusion of the analysis, and put forward the prospect for future analysis.
