Research On Switching From Dalian Dayao Bay Bonded Seaport District To Free Port

Free Trade Zone has played an important role in China's reform,opening, especially in the development of the export—oriented economy along the coast area. However,with China's deepening open and the entry to WTO,its advantages in policies and functions have been weakening.To keep it alive,the State Council confirms a development mode to switch it from bonded area to bonded seaport district by the program of Integrating FTZ and Port(bonded logistics park).Shanghai's Yangshan bonded seaport district was officially initiated on December 10^th of 2005,successively other ports were authorized which included Tianjin's Dongjiang on May 26^th of 2006, Dalian's Dayao Bay on August 31^th of 2006 as well as Hainan's Yangpu on September 24^th of 2007.Based on Dalian Free Trade Zone and Dalian port,Dayao Bay Bonded Seaport District seeks after innovation and development with features in the political environment of "Revitalizing ancient northeast industrial base".To compare with other three ports in Shanghai,Tianjin and Hainan,it holds special opportunities and advantages.In addition,aiming to build up an international shipping hub,Dalian follows the international trend to develop free ports by opening its port.Dalian Port meets the needs of an international shipping hub in hard facilities,while Bonded Seaport District in soft ones,to some extent.With the detailed description of Dalian's Dayao Bay Bonded Seaport District and free port,this paper compares their differences in policy,function and degree of opening. Associated with the unique features and advantages of former,the writer puts forward the method and construction mode of how Dayao Bay bonded seaport district converts into free port,which help accumulate experience to promote the development of free port.
