Third Plenary Session of the Sixteenth Central Committee put forward the Scientific Outlook on Development definitely on the basic of analyzing the conditions in and out of China, which is "putting people first and aiming at comprehensive, coordinated and sustainable development, promoting whole development of economy, society and human being". In the report of the 17th National Congress of the Communist Party of China, General Secretary of the CPC Central Committee Hu emphasized: Putting the Scientific Outlook on Development in effect in every area of economy and society. The Scientific Outlook on Development, as the new development of the guidance of social modernization for our party, plays an important role in achieving the goal of comprehensive realization well-off society even of social modernization.Nowadays, the Scientific Outlook on Development has become the guidance of every walk of life, building up and fulfilling it is a complex and systematic project which needs us to hold the principal contradiction and clear off the basic mentality. Maintain the "five balances" generalizes the main part of every kind of work. As the basic request of fulfilling the Scientific Outlook on Development, maintain the "five balances" has to integrate the scientific and technical innovation radically. So it is significant for fulfilling the view to understand the relationship between scientific and technical innovation and the Scientific Outlook on Development and to realize the radical role of the scientific and technical innovation in the maintain the "five balances".This dissertation with the meaning and demand of the Scientific Outlook on Development in mind, nails down the important role of scientific and technical innovation for fulfilling the Scientific Outlook on Development through analyzing the relationships between "scientific and technical innovation" and planning development of town and village as a whole, planning development of area as a whole, planning development of economy and society as a whole, planning development of nature and humanity as a whole, planning domestic development and opening to outside world as a whole. Meanwhile, this dissertation tries to bring up some new measure by many ways, such as enhancing understanding the statue of scientific and technical innovation, improvement the environment of scientific and technical innovation, boosting the integration of independent innovation and introducing technology, perfecting the link of scientific and technical innovation, establishing effective system of cultivating talents, distribution of profit and effective transfer of scientific fruit.
