Research On Countermeasures Of Raising The Level Of CNPC'S Multinational Operation

Along with the rapid economic develepment in our country, the consumption of oil is rising and the shortage of oil and gas resources is worsening. So it is necessary for oil companies to go abroad to enhance the level of transnational business. Because it is not only the inevitable choice to solve the contradiction between oil supply and demand, but also the only way to safeguard and protect our country's oil security and economic security.China National Petroleum Corporation (CNPC) is one of the three biggest oil companies in our country. It has made a great progress in the international operations. But compared with foreign large oil enterprises, CNPC is smaller and in a weak position in the market competition. Faced with the keen competition, the development environment of CNPC is becoming more severe.Only improving its own international competitiveness constantly, could make it keep the vitality for a long time. The purpose of this paper is to find the countermeasures and measures of improving the level of CNPC's transnational business. So it can have some reference function to other oil enterprises and enable them in the international competition in the better position.Firstly,this paper provided an overview of CNPC's multinational operations and summarized the history of CNPC's multinational operations and the theory of transnational business. Secondly, this paper studied the current situation of CNPC's multinational operations and find some problems: the international competition is increasing in the oil fields; technical and management level is relatively backward; CNPC lack of talent and capital; CNPC is facing cultural and political risks; CNPC is affected by the hegemonic powers. Thirdly, this paper analyzed the necessity and feasibility to raise the level of CNPC's multinational operations. Finally, this paper proposed some countermeasures to raise the level of CNPC's multinational operations through drawing on the experiences of large international oil companies which are suitable for CNPC. These countermeasures include: enhancing its technological and innovative capacity and its economic strength; training a number of personnel and introducing world-class multinational operations personnel; constantly openning up new areas of exploration and development and gradually easing the contradiction between oil supply and demand; promoting management innovation to avoid risks; strengthening international cooperation; government should play a diplomatic role to promote the level of CNPC's transnational business.
