The Research Of LiaoNing Province Mechanism Of Transformation For Science And Technology Achievement

Can scientific and technological achievements be transformed into real productive force has become an important symbol of a country and a region's scientific and technological development level. To accelerate scientific and technological achievements being transformed into real productive forces has become the inevitable choice of Liaoning Province in the economic and social development in new era. The current mechanism of scientific and technological achievements of our province is still not perfect and still at the stage of exploration and imitation. The new situation of our province gives out a higher requirement to work of the scientific and technological achievements, we must take appropriate measures to change the current status of the low and slow transforming rate and speed in our province.The thesis is to optimize the countermeasures of scientific and technological achievements being transformed into real productive force of Liaoning Province, and to analyze how to promote the scientific and technological achievements so as to make the power of science and technology fully released. In this paper, before the study of the countermeasures, first introduced the transform-related concepts and theories; then analyzed the current status in the transforming work of our province in the new era, basing on the study of the successful experience of the United States, which is conducive to optimize the mechanism for scientific and technological achievements of our province. Finally, put forward the optimization mechanisms in five facets, namely: technology market mechanism, the functions of the government, the safeguard mechanisms, the mechanisms of integration of production and research, corporate technological innovation mechanism.
