Research On Transformation Of Scientific And Technological Achievements

With the rapid development of science and technology in the new era,the role of high and new technology in economic,social and industrial teams has become increasingly prominent.Whoever walks at the forefront of science and technology will be at the forefront of the Times.The transformation of scientific and technological achievements is the driving part and accelerating stage of the innovation-driven development strategy,which ultimately forms the actual productive force and becomes the current focus of strategies "developing the country through science and education " and "business start ups and innovation".In recent years,people's research on the theory and practice of the transformation of scientific and technological achievements has been deepened.We have obtained a large number of theoretical and practical achievements so far.The whole process of transformation of scientific and technological achievements involves many factors,such as stakeholders,resources,links,management mechanisms,teams and so on.This paper tries to explore the cooperation and working mechanism and form a universal,effective norms and systems with its own characteristics for the transformation of scientific and technological achievements through empirical analysis,comprehensive research and judgment,modeling and regulation of case projects.This paper takes the rice bran's high-efficient value-added deep processing project of guangyuan pengxin grain and oil science and technology development co.,LTD.as the research object.Combining with the actual situation of the project,this paper comprehensively uses the theory of stakeholder management,communication management,human resource management and risk management,and the analysis tools like the SWOT,external factor evaluation(EFE)and internal factor evaluation(IFE),fish bone diagram analysis,responsibility allocation matrix(RAM),conflict management model to discuss the problems such as cooperation mode,management mechanism,team building and management.In the aspect of project cooperation mode,this paper explores and establishes the cooperation mode under the contract mechanism,and puts forward the concrete cooperation path suggestions of the phrased progressive cooperation mode.In terms of management mechanism construction,the project cooperation management mechanism with contract mechanism,credit mechanism,joint construction and sharing mechanism,information integration platform mechanism,trusted third-party reserve and database mechanism as the basic elements has been established,and the project organization management mode with project-based organization as the main feature has been reconstructed.In terms of team building and management,it strengthened the status and power of the project team,established the "two three" team building ideas and improvement strategies,and enhanced the practical orientation of scientific and technological achievements transformation cooperation.In the aspect of risk prevention and control,the importance of cooperation mechanism and management mechanism and measures for risk prevention and control as well as external guarantee conditions have been strengthened.Through the analysis and construction,it provides a basis and model for the project's scientific and technological achievements transformation and management mode selection,and expects to provide demonstration and reference for other scientific and technological achievements transformation activities.
