In the past few years, with the global economy growth and the market competition getting fierce, mamagement emphasize the importance of enterprise risk management more and more to secure the achievement of company strategy. Furthermore, The Sarbanes Oxley Act which is issued in 2002 formulated a more strict regulation, which raised internal control to higher level.From the end of 1990s,China telecom operators stock was listed in overseas stock market. To respond the capital market and the investors concern to list companies'internal control,telecom China telecom have to establish a internal control system, to avoid external and internal risk ,and also strength their competition advantage as well.The thesis starts from the introduction the evalution of internal control, then introduce the Internal Control Report and Enterprise Risk Managemet Frame to establish theory basis for this thesis,in third section introduce the requirement of China Telecom Operator Risk Management System ,according to current Telecome operator business and operation characteristics ,analize HLJ MCC corperation entire risk management situation and potential issue .In the last part,use the adapted Chinese style Entire Risk Management Framework, inestigate HLJ MCC ,systematically study how to buildup a entire risk management system for Telecom Operator, dciribe the design and procsse of entire risk management organization system, entire risk list, risk process system , risk control and handbook system, and the the supervision system。...
