Research On Planning Of Duobaoshan Mining Industry Economic Region In Heilongjiang Province

Resource-dependent cities is a kind of special city type, it means to rise as the development of local forest, mineral resources, and mainly depend on a resources industry to support the whole development of economic in a period. The resource-dependent cities stay in decisive position in most countries, these city have arrived at the important effect for accelerated the industrialization course of a country. But along with the resources dried up, the development of this kind of city will face a tremendous difficulty, for example industrial set-ups single, manpower surplus,city developing tend towards the slow even sustained decay relatively. A large amount of research and practice of resource-dependent cities have active significance to the sustained development promoting resource-dependent cities of our country.The article start with the point that the industrial developing of resource-dependent cities, analysed the industrial structure characteristic of resource-dependent cities, and the industrial restructuring experience. Then it sumed up the industrial policy having gone out of the resource-dependent cities being able to continue developing. And the article also analysed the principle of site selection, contrasting method, and plan countermeasure of new cities. In this base, the article gave some suggestion of the mining industry economics developing planning and the center town planning of economic region of Duobaoshan mining economic region.Firstly, the article shows the background of the topic,the study of present conditions at interior and abroad, and the theory of resource-dependent cities and new cities. And has determined the research content and research technique. Secondly, it analyze the present conditions of mining economic region of Duobaoshan, the content mainly includes nature, society, populationg, resources, foundtionfacilities, ecologicalstructure, traffic, and industrial structure etc. The key analysis is economic region development present superiority and the adverse condition, and the reason of the economic rigion's resources superiority has not transformed as therealistic productive forces. The third part studied the development strategy of the mining industry economic region of Duobaoshan. In the part, it suggested the fixes position of development. And , brought forward the sustainable development, it proposed the economic region industrial structure development countermeasure, the ecological environment maintenance and the government countermeasure, the region transportation organization and the construction countermeasure, the public facility and the municipal administration facility planing countermeasure. Finally, it has determined the central town position, in the analysis foundation of center town selected location principle and the influence factor. Finally, the part studied the countermeasure of centre town planing, proposed the center town industry development goal and the countermeasure from near and forward period, determined the development scale, and carries on the research of center town plan layout and the infrastructure countermeasure.The research results of the article will have important reference value for the planning and developing of the mining economic region of Duobaoshan,and other new-built resource-dependent cities.
