Study On Public Participation Mechanism Of Urban Planning

Based on urban planning and construction of the new times,this article analyzes the status and problems of the urban planning and construction, and studies these problems' deep-seated reasons, then recognize the importance of research in public participation in urban planning mechanism.Firstly, this article analyzes the theory of the public participation in urban planning abroad in terms of four dimensions of ideology,politics,methodology and practice, focuses on two importance of legislation and theories, reviews the United Kingdom and the United States'course of the development of public participation in urban planning, and aggregates the main form of public participation in urban planning at present in the United States,Canada, the two north American countries, the United Kingdom,Germany, the two European countries and Singapore, the Asian countries; from then on, starting with the study of status quo of the current public participation in urban planning of China, the article analyses the existing problems and reasons of the problems in public participation in the depth, width, mechanisms, legislation and the quality of the people, paves the way of chapters of the research; Next, the article analyzes of the prerequisite for establishment of the new era public participation mechanism in urban planning, from the rights and obligations,the course and process,the system and legal protection, the quality of the people, lays the foundation for the corresponding countermeasures; on this basis, the article proposes the corresponding countermeasures, through four ways, aimed at building a wide range of public participation in the main, enrich and optimize public participation in the organization, improve the legal system security system, establish diversified platform of public participation, improves public participation mechanism in urban planning in line with the economic and social development of the situation, makes it more reasonable, practical, applicability.This research aims at building public participation mechanisms which adapts the new times' urban planning and construction requirements. Construction of practical mechanisms for public participation in urban planning is the root to get the real fairness and impartiality, and it is also the essential requirement of a harmonious society, so the study in this paper has a strong theoretical significance and value.
