Along with the socio-economic development and the progress of modern science and technology, human already have turned into the decisive factor in social progress. Talents resources as the core of human resources, are no longer adapt to organizations passively, but have more autonomy. So in the capital chasing talents, talents began to pursue value and self-realization .The majority of the members are concerned about the issue from a purely salary, benefits and promotion issues to their own career development issues, namely, how to develop their own potential, increase knowledge and skills, wealth of experience, maintain and enhance their own competitiveness to meet with organizations and the whole socio-economic development. So carrying on the career management become the key of human resources management of modern organization. So researching the efficacy of the career management is of value for organization. At the same time, looking from our country present theory development, there are not theories that aim to our country's social background and our country organization. The majority is only the simple introduction. There are not theories about the efficacy of career management .Therefore the researcher is of theory's value. This article mainly uses the method of fundamental research, after arranging the theories, to know that what influence the efficacy of career management, and how to promote the efficacy. Finally, this article researches the conception of efficacy of career management, behave, influence factors, and conclude that efficacy is the combination that the efficiency and effect. We must understand on organizes member's individuality psychological feature, the occupation tendency characteristic, and competent characteristic, and take measures to help the organization members to achieve individual career development goal, meet member's need, promote the organization member's job satisfaction and the organization commitment ,then promote the organization member's work achievements, cut organization's personnel rate of flow, realizes organization's sustainable development.
