Food is the most fundamental material conditions for the survival and development of the human being. With the development of modern living standard, people require not only adequate and rich food but also more safe and sanitary food. Since the past 20 years, although the global economy has been undergoing a continuous development, the fatal food safety accidents which harmed human being seriously occur frequently. Food safety has become the 4th global problem following the behind of population, resources and environment.Food safety issue is a complicated system, which involves environmental friendly agriculture, food processing, criterion of food market, governmental supervision, and so on. Hazard Analysis Critical Control Point (HACCP), as a kind of preventive system from harmful food, can achieve supervision and control of food safety from manufacturing to marketing, so it has caught highly attention from the governments and food enterprises of all countries around the world. Understanding and Learning from HACCP to execute supervision on food safety is increasingly becoming a vital method for Chinese government to solve food safety problems. Since the author of this thesis is working in the forefront of food safety supervision, he has more profound understanding on it. Based on detailed investigation and statistics on current situation of Dezhou's food safety, HACCP is introduced into daily supervision of Dezhou's food safety. Taking application of HACCP in Guangming Ruye (Dezhou) Company as an example, efficiency of HACCP is demonstrated in the thesis. The main works of the thesis is listed as follows:(1) Based on the analysis of conception of food and food safety, the current situation of food safety and harm resulting from unsafe food is discussed in the worldwide. The strategies to solve food safety are summarized. The contents and significances of the investigation are presented.(2) Aiming at some issues in food safety, HACCP and its characteristics are discussed. Origin and development of HACCP in Chinese and foreign countries are illustrated. In comparison with ISO9000 system, the advantages of HACCP in enterprises' food safety supervision are presented.(3) Statistics and investigation of Situation of food enterprises in Dezhou city are undertaken deeply. The duties of governmental institutions in supervision of food safety are analyzed. HACCP is introduced into the daily supervision of food safety in Dezhou city to solve some exiting problems in Dezhou's food market. It is figured out that the key step to success for food enterprises in Chinese and foreign food markets is government should make plans to promote extensively application of HACCP in these enterprises.(4) Taking Guangming Ruye (Dezhou) company as a practical example, application, performance and efficiency of HACCP in the company are discussed. Based on the investigation of the thesis, some strategies and suggestions are proposed to execute valid supervision of food safety in Dezhou, which also benefit other kindred cities to solve food safety issues using for references.
