Recently a large number of enterprises in China's coastal regions have closed down because of such as electrical scarcity, minimum wage increasing, raw material rising, the trade frictions arising from the quota restrictions, RMB appreciation, domestic price increasing and labor costs rising brought by labor shortage, which made lots of migrant workers were unemployed. But on the other hand, even if many enterprises have improved their wages substantially, they still were having continuing labor shortage. Such contradiction has seriously affected China's economic development and social harmony, and that situation has to arouse our deep thinking. This paper is in response to the phenomenon. Based on the analysis of migrant workers' costs and benefits that have to pay and have got during working in the city, this paper explored and studied the "shortage of migrant workers" problem in today's China deeply with the push-pull theory.At first, this paper introduced classic theories of population movement abroad and the research status of the "shortage of migrant workers" domestic. Then it analyzed the migrant workers' costs and benefits during working in cities in China. This paper pointed out that the costs which migrant workers had to pay in cities including the cost of direct costs, opportunity costs, risk costs and other costs, and their benefits including the proceeds of the monetary wage income, welfare gains and other income. Based on this, with the push-pull theory, this paper analyzed the push-pull effect of cost-benefit during working in cities, which including the push of cities, the pull of countries, the pull of the regional economic development and the push-pull transfer caused by the change in migrant workers themselves, and revealed the reasons of the "shortage of migrant workers". At last, this paper made specific and feasible policy proposals of reducing migrant workers' cost and increasing their revenue from the three aspects of government responsibilities, duties and obligations of enterprises and the migrant workers' own quality requirements, hoping to provide reference for ease China's "shortage of migrant workers" and Protect rights and interests of migrant workers better.
