The Theoretical Research About Main Function Division In China

Main function division is an important act brought forward by government in the 11^th "Five-Year Plan". However, it's the first time for us to do it, so the theoretical research about it is being groped for and discussed, and the discussions about the theories and methods are very enthusiastic. It's necessary to establish the corresponding theoretical and methodological system to direct the practice of main function division.In this paper, firstly, the author defines main function division and its related concepts and summarizes the related research at home and abroad. Secondly, the author introduces the connotation and character of main function districts and analyses its related theoretical base from regional economy view. Thirdly, the author analyses the types and function of main function districts deeply. fourthly, the author discusses the major,cell and area of main function districts. Finally the method for main function districts is expatiated. It includes the principia and standard for the compartmentalizing.The conclusion of paper as follows:(1)Main function division is function area based on the carrying capacity of resource and environment, current density of exploitation and developmental potential.(2)It is a basal, integrated and strategic regionalization.(3)The theory of scientific development, sustainable development, relationship system between human beings and environment in certain region, difference and relationship between regions make the basal theory for Main function division.(4)Divide the main function division into four types, optimizing exploitation area, important exploitation area, restrained exploitation area and inhibitive exploitation area, and bring forward the pivotal problematical area as the supplement for main function division.(5)The method for main function districts is expatiated.
