In the 20th century, with the development of total quality management, countries around the world began to promote the popularity of total quality management to enhance the management level of enterprises. Every state wants to enhance economic competitiveness through the promotion of the total quality management. The conception of total quality management is customer satisfaction and continued improvement. With the change of market environment and customers' need, enterprises need to transform the products, in order to catch the new market's demand, the conception of business process reengineering emerged. But business process reengineering projects have high risks; many companies often choose the low risk method. Often, the systematic process rebuilding is the recycling of enterprise's nuclear processes, the other processes in enterprise system only needs some adaptation. Therefore, in order to guarantee the implementation of business process reengineering and achieve remarkable results, we must find a method to identify the nuclear process, through the rebuilding of the nuclear process to improve product's quality.Based on comprehensive and in-depth study on total quality management and business process reengineering theories, this paper discusses their similarities and differences, complementarities and adaptabilities. The article gets the feasibility of the theory integration, and puts forward those ways of integration, as the theoretical basis for the article. After compared several evaluate method, this article chooses AHP and fuzzy evaluation for the quality evaluation, builds up index system and evaluated model of a household electrical appliance product. Take the results of evaluation as process re-engineering's basic. After discussing the principle of the business process reengineering, this article extracts methods and steps of the business process reengineering based on quality evaluation. Finally, dissertation tests the feasibility of this method through an example.
