With the growing development of productivity and continuous progress of human civilization, human resources play a more increasingly significant role. Enterprises in China are facing greater challenges in the new era of knowledge-based economy. The healthy and steady growth of an enterprise depends greatly on its management level of its human resources, and how to improve it so as to attract more talented people, making good use of and motivating them becomes a vital factor. Salary management is an important part of human resources management. It plays an important role in attracting talented people, improving the efficiency of working staff, making full use of their potential.First, the thesis introduces the related theories concerning human resources management and salary management so as to gain a better understanding and perception on the outline of related theories, core ideas and the latest development of the newest theories. On this basis and following the principle of combining theory and practice, the thesis takes Northwest Municipal Engineering Design & Research Institute(abbreviated Northwest Institute). as the object of study, we did some investigations and analysis for both the current situation and some major existed problems through methods like survey and questionnaires. Finally, this paper gave a preliminary salary system based on survey results, some related theories and my research. We put the target of this salary system as a modern enterprise salary system with efficiency focus, market oriented, combined effective motivation and restricts. Updating salary management idea, building systemic, scientific salary management system is to motivate staff and enhance enterprise atmosphere and to improve economic benefits. This system is a alternative for the reformation of northwest institute salary management.The paper analyzed and proposed a set of measures and suggestions which is suitable with northwest state-owned enterprises' salary management. Building new system, creating new mechanism, building effective salary system will improve the satisfaction degree of staff. All these mentioned scientific management methods and reform mentality is a model for other enterprises..
