The Study On Technological Innovation And Competence Of China Hi-Tech Industry

The Hi-tech industry, which is pillar industry of the knowledge age and major impetus of economic development, has become the focus of economic competition between the various countries and thus been attached great importance by authorities all over the world. The Hi-tech enterprise is established based on as well as commercialization of the Hi-tech industry, so the R&D and technological innovation ability of the Hi-tech enterprise has decided its competence directly. It is of highly theoretically and realistically importance for innovative activities promotion and competitive advantage enhancement to not only appraise the technological innovation ability of Hi-tech industry objectively and efficiently but also master the law of technological innovation development of our country.Based on the study on technological innovation theory both at home and abroad, this article has carry out qualitative and quantitative analysis of the dependencies of technological innovation and Hi-tech enterprise competence. We have found R&D expenditure; human capital and government input are the main factors affecting Hi-tech industry under the present China economy transition condition. On this basis, we have constructed technological innovation ability appraisal target system and conducted the real diagnosis research on the innovation ability of high technology industry of our country. Then we have pointed out the deficiency of R&D investment, the low technological intensity and level of technology achievements conversion, the unreasonable human capital structure and cultivate mechanism are the main problems existing in the process of technological innovation in high-tech industry. In order to solve the problems and promote the development of Hi-tech industry, we should construct diversified investment system, raise the intensity of the investment in high-tech industry; innovate existing science and technology mechanism, make the corporation be a leading role in technology innovation; speed up constructions of R&D centers and high-tech industry base area; strengthen macroscopic management of technology imported, reinforce the extent of digesting and absorbing technology and innovation, and establish a new mechanism which is favorable to absorb, cultivate and employ persons.
