Research On The Regional Economic Cooperation Of Yulin Energy And Heavy Chemical Industry Base

The regional economic cooperation is the best way of promoting the economic development, especially under the condition of YuLin Energy and Heavy Chemical Industry Base facing predicament (YLEHCIB~1) .The outstanding problems that YLEHCIB can meet and face in development is: the problem of the key elements shortage is serious; the comprehensive resource utilization degree is low; YLEHCIB and the periphery provinces have similar industrial structure; extremely unbalanced development is among the county region of the base. Obviously, the solution to these problems required YLEHCIB must launch regional economic cooperation. On the basis of theory summary, the article firstly investigated the macro-economic environment and the internal conditions of YLEHCIB. And on this foundation, a clear picture of the base's regional economic cooperation can be draw. Secondly, the article deals with the regional economic cooperation respectively as the external cooperation as well as internal one. As regards external cooperation, firstly the article has infer the economic relation character between the base and outside provinces by the method of measuring the Geo-economic relation and recognize targets based on competitive and complementary economic relationship. Among these cooperation targets, Shannxi, Ningxia, Shanxi, Neimeng and Gansu competed with YLEHCIB seriously, so the government of the base should promote the integrating cooperation in the infrastructure field, the ecological environment field, etc. With regard to the strong complementary provinces, such as Beijing,Jiangsu, Anhui, etc. should launch diversified cooperation in the fields of advantage elements under the "government" and "market" effect. About the internal cooperation, the article first has infer the unique characteristic of base productivity distribution on the whole, then pointed out the internal cooperation of base should concentrate on cooperation among county region and coordination among industry zones. The cooperation between county region should base on the complementary economic relation. Towards the cooperation of industry zones, the article pointed out that they must harmonize their relationship in following respects, such as Project Introduction, Estate plans, and make best effort to avoid bringing any potential harm to the base development and construction. Finally, the article put forward some corresponding measures on the base's external cooperation and internal cooperation separately.The important conclusion of this article is as following: first, the regional economic cooperation is the best way of promoting YLEHCIB healthy, steady, rapid economic development; second, it must carry out external and internal region economic cooperation in order to solve these problems facing; third, it must choose the fields and way of , regional economic cooperation and design the mechanism based on the characteristics of the different targets.
