As the five years' transition period of China's entry into WTO came to an end, the bank industry of China opened completely to foreign capital. Foreign-funded banks started all-round competence and cooperation with Sino-funded banks. Almost all foreign-funded banks changed their branches in china to subsidiaries with legal-person qualification, which indicates their intention to realize localization in china.Based on her many years' work and management experience in foreign-funded banks, the author of this paper uses related theories including human resource management, organizational behavior, management, etc., to analyze the localization-oriented performance appraisal and management system of M foreign-funded bank thoroughly, especially focus on two fields, one is localization and the other is performance appraisal and management system.This paper researches into how bank M designs and constructs its effective performance appraisal and management system to realize localization in China, so as to replant its competence in mother-land to China and keep the ability of sustainable development. In addition, this article can offer a reference of the international development of performance appraisal and management to Sino-funded banks. By the reference of the rival's good practices, Sino-funded banks can make innovations to form a performance appraisal and management system with an international view.This paper comprises six chapters: Chapter 1 is an introduction about the background, content and significance of this paper, and focuses on the development status of foreign-funded banks in china. Chapter 2 sums up the theory basis of performance appraisal and management, and the research achievements of domestic and foreign academe on this area. Chapter 3 introduces the general situation of M bank and its performance appraisal and management system, and analyzes the challenges it faces. Chapter 4 is about the constitution of the performance appraisal and management system of M bank, and the scheme to form a culture of high-performance. Chapter 5 combines the theory with the reality to design the performance appraisal and management system of Sales and Service Manager, which is an important position in consumer banking area, and describes how to use the appraisal result. Chapter 6 analyzes the human resource reality of Sino-funded banks, and the competence and cooperation relation between foreign-funded banks and Sino-funded banks, and brings forward some suggestions to improve the performance appraisal and management practices of Sino-funded banks.
