When the social environment which is also the enterprise external environment changed, the corporation needs related transformation. But the high cost by the rigid corporate which resistance to change and adapt to the changing environment. The transformation of Corporation culture is one aspect of Corporation culture reconstruction which is a special and universal problem in China currently. There is a trend of reforming on the institution system all over the country. The enterprises, which had been organized from originally social institution system, face the task of going step further reform. These enterprises' reform are restricted and affected by the system, the benefit redistribution and the culture below original system, so it is very important that we study on the enterprise culture cultivation and advance during the course of reforming. Chinese corporations have come into being own corporation culture in its high-speed developing history. They are faced with increasing size and competition. A lot of corporations have put in different practice system reformation and management innovation in order to advancing their competing ability. They also bring the task of its corporation culture reconstruction. So corporation culture reconstruction is not only one side but also one way of corporation transformation.Based on the entire social market economy reforms background, with the enterprises and the whole industry requirements about restructuring, by the system analysis of the enterprise culture reconstruction in transition, the corporation must establish the modern enterprise culture. When the current corporate culture is not complying with the enterprise restructuring, it must be changed.The first part of the paper is based on theory and model research; the second part focuses on the definition of the transformation corporate culture and corporate culture reconstruction, and the meaning strategic position of restructuring corporate culture. By the establishment of the restructuring corporate culture, the corporation can achieve the enterprise's own second leap in its development; in the third part, the paper describes the influence to corporate culture and its own strategic structure by the whole system of social macro background and social system changing factors. The new concept about social system transformation focuses on the social foundation of corporate culture, as well as social values arising from the restructuring, deeply impact on the development of their own enterprises and the building of enterprise culture; Part IV expounds the transformation of the strategic framework for enterprise culture and system building. By analyzing the changes in corporate culture in transition to the mechanisms and strategies, the system and the transformation process of the restructuring corporate culture can be built up. Part V takes the corporate culture of one branch of China Mobile as an example, through the concrete analysis of specific cases, analysis the necessity of the Corporation culture reconstruction; build the whole culture reconstruction system under the new transformation situation of the telecommunications industry. the project describes the content of the framework, research project ideas, the results to solve the main problem of the corporation by building a company culture construction system. So the new culture model can enhance competitiveness of the enterprise culture and the future development and related construction. The restructuring corporate culture can reinforce their cultural competition and promoting the company access to long-term competitive advantage; achieve harmony by leaps and bounds, leading the restructuring of the company for the faster and better development.
