Within an enterprise's human resources development and the management process , the performance appraisal is a core function. Having a sound performance appraisal process when implementing important issues is critical to ensuring the enterprise goals are met. Said from another angle is that properly formed goals at lower levels guarantees will reach its strategic target.In the civil action enterprises, the safety operation and cost of production are the most critical indicators, And intermediate managers is the core management force to ensure the survival of business. Whether their enthusiasm, initiative and creativity can effectively play depend on scientific and fair performance appraisal and incentive measures. The key performance indicators reflect the keystone of its operations and short-term direction on a certain extent, and are the basis for Performance appraisal. How to determine the key performance indicators about department and intermediate managers and divide them through scientific manner is pivotal for performance appraisal. Research shows the key performance indicators not only have a certain academic value, but also have important practical significance. This paper compares the performance management system description, performance appraisal, and key performance indicators related theories, and detailed exposition of the establishment of key performance indicator system. Finally, the AK airlines for the case, depend on the method of setting up the key performance and indicators system described in this paper to determine and divide the key performance indicators about departments and intermediate manager. Simultaneously, this paper gives an analysis about the conditions for implementation of the key performance indicators.This paper is the first attempt study of indentifying and analyzing the key performance indicators for the departments and intermediate managers , combined with AK airlines' actual situation more closely. I hope that the study is helpful to the whole AK airlines and the analyzing of key performance indicators determine as a reference.
