An effective recruitment of human resources is a prerequisite for and a key step to human resources management. The establishment of an effective recruitment system ,the improvement of the recruitment efficiency and the realization of optimum matching of the staff,the post and enterprise can enhance and improve the level of human resources management, and promote the sound development of enterprises.Targeted at staff recruitment management and based on the basic theory on human resources management , the article analyses the problems and their causes in ZYLJ Corporation when recruiting staff and conducts a more comprehensive research on building an effective staff recruitment system.The paper points out that the problems existed in planning, correctness and specialty cause the ineffective staff recruitment and the ineffective staff recruitment management in ZYLJ corporation. The article further points out that backward ideas and weak infrastructure of human resources management are the main reasons for inefficacy of staff recruitment management in ZYLJ corporation. The paper proposes to establish an effective recruitment management system by setting a reasonable construction goal,some reasonable principles and assessment standards of recruitment, in order to realize the goal of systematic planning, accurate control and effective implementation of recruitment.The article also proposes that ZYLJ Corporation must give more regards to recruitment management to provide strong strategic support for the construction and operation of an effective recruitment management system. At the same time, the level of an effective human resources recruitment management can be enhanced by strengthening the construction of human resources management system,increasing necessary inputs,constructing a good enterprise culture which lives in harmony with enterprise strategy and recruitment.
