Research On The Supply Of Rural Public Goods In Jilin Province

After the 3rd plenary session of 11th CPC, China embarked on a series of reform with the household contract responsibility system as the main part in rural areas, which greatly enhanced the agricultural comprehensive productivity and rural residents'living standards. With the transference of reform focused on urban areas and the impact of economic globalization, the issues concerning"Agriculture, Countryside and Farmers"had become much more serious. It was put forward in the 5th plenary session of 16th CPC that the emphasis of solving the predicament of"Agriculture, Countryside and Farmers"was to further increase the governments'input in agriculture and rural areas and broaden the range of rural areas benefited from the public finance.The problem of insufficient supply of public goods still needs to be solved due to the weak foundation of agricultural production development, while the rural taxation reform implemented in recent years has solved the problem of overweight financial burden on farmers, which leads to the serious insufficient supply of rural public goods. At present, the problem of rural public goods supply has become the bottleneck which restricted the development of rural economy and the national economy. The research on the problem of rural public goods supply is to strengthen and improve the conditions of rural public goods supply, to enhance the rural residents'living standards and create favourable conditions for the sustainable development of rural economy, and to realize the comprehensive moderate prosperity in China.This paper, based on the optimal supply theory of public goods, systematically studied the supply systems of rural public goods in different periods, thoroughly analyzed the present supply status of rural public goods in Jilin province with its existing problems and reasons. From the overall status quo of rural public goods supply of Jilin province, the main existing problems are as follows: The expenditure proportion of fiscal support for agriculture shows a declining tendency and occupies a less position in the production value of agriculture and agricultural products with insufficient input in rural public goods; The fiscal support for compulsory education in rural areas can only meet the expenditure of employee's salaries without any more input to improve the low level educational facilities; The agricultural fundamental facilities are not enough to defend against natural disasters; The emphasis is to put on the plant industry in the input structure, while there is no attention on the livestock industry, special wild economic animal & plant and agricultural products processing industry with less total input in agricultural science and technology; The medical facilites are underdeveloped with under-trained medical staff in rural areas; There is not enough support for social security with low coverage in rural areas. This paper puts forward the countermeasures to strengthen and improve the rural public goods supply with foreign experiences as reference: 1. Define the responsibility of investing principals of governments; bring forward the guiding function of government investment; construct the diversified supply system of rural public goods. 2. Strengthen the support to the economic development of county areas; promote the rapid development of county area economy; enhance the supply ability of rural public goods. 3. Greatly increase the input; promote the sustainable and stable increasement of the total investment of government. 4. Adjust the investment direction of rural public goods toadapt to local conditions according to the principle of priority order of rural public goods supply. 5. Imptove the decision system of rural public goods supply and demand. 6. Strenghen the investment management of government, enhance the using efficienty of fiscal funds in agricultural production; and puts forward the supporting safeguard measures of supply countermeasures of rural public goods.
