The Study On The Rural-human Capital Accumulation&Increasement Of Farmers' Income In Yu Quan District Of Inner Mongolia

Since 1990s, the speed of agricultural and rural development in China slowed down year by year, farmers' income increased slowly, the problems concerning agriculture, rural areas and farmers are outstanding day by day. Enter into the 21st century, the theme of China development is to build well-off society, but the problems about agriculture,rural areas and peasantry become the bottleneck. The essential of agricultural problems is the farmers'problems, and the key to resolving agricultural problems is to increase farmers' income. At present, the central and local governments take seriously to the increasing of farmers' income and adopt a series of measures to increase farmers' income. These measures and policies are necessary and good external environment for farmers to increase their income, but farmer's quality is the most important factor which affects their income. Promoting human capital accumulation and improving farmers' quality by education, vocational education, training and experience, cultivating late-model farmers with knowledge, skills and business intelligence will be the key to increase farmers' income. So it is necessary and important to study the rural human capital accumulation and farmers' income.In Yuquan District of Inner Mongolia, farmers' net income per capita has increased in these years. It is profited in human capital accumulation by education, training and other approaches. This paper is based on human capital theory, applies the human capital theory to the accumulation of rural human capital, studies the current situation with theory analysis and demonstration analysis, and adopts qualitative and quantitative methods to study the relationship between human capital accumulation and increasing of farmers' income in Yuquan District of Inner Mongolia. The paper summarizes and analyzes every approach according to local conditions, tries to afford some thoughts and directions for decision-making in Yuquan District of Inner Mongolia and other same level regions.The paper includes five parts:The first part is foreword that includes the meaning of investigation and literature summaries.The second part analyzes the relationship and function mechanism between accumulation of human capital and increasing of farmers' income with theory and demonstration analysis. Human capital is the impetus to national economy. Training and education make great role to increase farmers' income. To increase the human capital investment in rural can enhance the rural economy and farmers' income.The third part demonstrates the present situation in Yuquan District, analyzes the relationships between accumulation of human capital and increasing of farmers' income in Yuquan District and attains the conclusion of positive relationship.The fourth part summarizes and analyzes the approaches according to local conditions in Yuquan District. The main approaches to strengthen human capital accumulation are regular education, vocational education, on-the-job training and technical generalization on crop cultivation and animal husbandry, training for transferring of rural surplus labor force,"Learning by doing"and other ability learned by applications(rural cooperative economic organization, export of labor services association), and so on. The fifth part affords some policy suggestions, such as strengthening propaganda, encouraging farmer to invest in human capital accumulation.
