China is a large agricultural country which has a large population. There are1.3billion people contain nearly700million in rural areas. Rural economic development and increase farmers’income are closely linked."Three agricultural issues" is resolved as related to the development and stability of the whole society or not. Slow growth of farmers’ income in China’s current agricultural and rural economic development is the most prominent problem of the "Three agricultural issues" at the heart of the overall situation of the problem. In order to realize agricultural modernization and rural urbanization, farmers must be involved to achieve the well-off social development. Although China’s abundant labor resources is rich, but the low quality of its culture, and the structural imbalance, a serious shortage of human capital investment in rural areas, greatly influenced the development of rural economy and farmers’living standards. In our country there are "Three agricultural issues" severe cases, we must improve the income of farmers to solve this question. It is the only way to achieve our great goals of well-off society.In this paper, human capital and grow income of the farmers in rural areas of the relationship is the main line. Take Hebei Province as an example, I first sort out the study of human capital theory of the domestic and foreign economists. And I make a simple and systematic overview of the relationship between human capital and income of the farmers.And then I Defined the concept of this article, Laid a theoretical foundation to study the relationship between rural human capital and farmers’ income growth. After analyzing and evaluating human capital in rural areas of Hebei Province and farmers income for qualitative, we analyzed the quality of human capital of farmers, mainly the ability to obtain information, configuration capability, capacity, mobility and other key quality. The next analysis and research on the rural per capita years of schooling, rural per capita health care spending and the size of the rural labor force as a variable for the relationship with the farmers’ income growth and quantitative. Finally, on the basis of the theoretical and empirical research, I combined with the current status of Hebei Province according to the results of the analysis, I proposed a series of feasible countermeasures proposed to expand investment in human capital in rural areas.
