There are a huge number of SMEs in China and they plays an increasingly important role in the socio-economic growth, optimizing the economic structure, provide jobs, and social stability. So SMES must not be overlooked an important economic component in China's economy and society.Now many bottlenecks impeding the development of SMEs, one of the important issues is the financing difficulties. This paper analyzes the formation of SME financing difficulties internal and external reasons. At the same time, we noted that in today's industry chain SMEs as suppliers formed a supply chain with large enterprises. After defined the supply chain concept, analyzed the elements, competitive advantages and characteristics of the supply chain , this paper introduces a new financing model which based on the overall credit level of the supply chain ,based on the using of SMES'receivables suppliers Availability. In this model, through controlling the financing of enterprise supply chain, the banks will be transferred a single target enterprise into the Commonwealth of enterprises closely related to the downstream industries, they have successfully reduced operating risk funds, and create a new financial model. Then the paper elaborated the characteristics of this financing model, running risk of the model and the corresponding response.This article explores these significances: First, avoided the formation of SME financing difficulties such as asymmetric information, operational risks, lack of collateral and so on ,Open a new path . After the formation of SMEs Availability of receivables, Using the whole supply chain strength of the formation of a credit line to financing, to a large extent this way solve the problem of SMEs financing; Second, make use of supply chain financing, the paper gives some views to bank about SMES financing risk management ; Third, the specific operation of supply chain financing model built a platform for government departments and enterprises, and some recommendations are given to the service model which government departments supply for the enterprise and its the services content .
