The Study On Governmental Actions In The Development Of Agricultural Cooperatives In Rui'an

Currently, Agricultural cooperatives have become a widespread global economic phenomenon . Whether in developed country or developing country, Agricultural cooperatives have been the irreplaceable force of promoting the development of rural social economy. The practice of international co-operations has shown that acts of governments constitute the macroeconomic environment of agricultural cooperatives. Therefore we must pay attention to the role of governments in the development of Agricultural cooperatives. Judging from actual situations, all levels governments attach importance to development of agricultural cooperatives, and enlarge the devotion and supporting continuously. In July this year, the implementation of farmers' professional cooperative law arouses the attention to cooperative economic from whole society. But in the developing process, we must define governmental actions reasonably.This paper firstly chooses the United States and Japan as typical to analyze characteristics of governmental actions separately in the development of Agricultural cooperatives, Then it summarizes experience of governmental actions which our country can study from. then takes the reform and opening-up as threshold to analyze governmental actions in the development of agricultural cooperatives of our country and it proposes our governmental actions should be guidance and support at present stage and governments should persist principles of acting as circumstances permitting, limiting governmental actions boundary and respecting farmers' wish. And it gives recommendations for governmental actions from aspects such as learning, strengthening management, supporting policies and education and training. Further more, according to the actual development of agricultural cooperatives in rui'an, it analyzes governmental actions,problems existing in lag and offside of behavior, insufficiency of service,etc;Analysis the reasons of the goverments and agricultural cooperatives, and give some suggestion basic on drawing on international and domestic experience.
