The Country Financially Difficulties And Solutions After Country Tax Reform

After Rural tax reform, particularly after the cancellation of the agricultural tax, local government has encountered many problems, mainly financial difficulties. These problems have seriously affected the township's economic development and social stability. But what is the root cause of these problems? Are these problems simply caused by the reform of rural taxes, or by the underdeveloped mechanism formed in so long a time? This article is based on my work, through a survey on B town financial operations status quo after the reform of rural taxes, a comprehensive analysis of the difficulties faced by the township and financial reasons, bring out the ideas to walk out the plight of the rural financialThis article first addresses in the introduction the upcoming problems faced by township finance after the reform of rural taxes and fees and the meaning and the method of the research for the problems. Secondly, it demonstrates the rural tax reform process and its practical significance. Again, we use B town as an example, through a comparative analysis, informed the rural tax - for-fee reform B town main town mainly faces the following problems: the loss of financial support for the provision of public goods in rural areas; the loss of source for repayment of debt; cadres' surplus in towns and villages; and the serious problem of "Banquet Finance". The analysis shows the main reason for the financial difficulties of the town is the insufficient economic development, unreasonable financial system, disoriented financial management and heavy historical burden. Finally, the plight of the rural financial measures was brought forward to make great efforts to develop pillar sources and to vigorously develop township. Vigorously develop rural economy, promoting reforms and improve rural financial system, increasing financial transfer payment, eliminate the historical burden, and strengthen democratic supervision of the township, to regulate township financing behavior.
