| Since the establishment of the People's Republic of China, especially since the end of the Cold War, Guangxi has made great achievement in economic construction. However, restricted by various factors, Guangxi regional economy has undergone a tortuous process of development. Guangxi regional economic development can not meet the goal of the state's western development strategy and the requirements of building China-ASEAN Free Trade Area (CAFTA). To a certain extent, the development of Guangxi regional economy has a direct effect on the further cooperation of ASEAN countries and China, it also affects the state's strategy which aims to achieve harmonious development of western and eastern area. The key to develop regional economy is to formulate specific regional policies and put them into effect. Therefore, it will have direct and practical significance when making a study of the evolutionary process of Guangxi regional economic policies and seeking the developing policies of Guangxi regional economy under new historical conditions.Thus, in order to further the economic cooperation between CAFTA and Beibu Bay area, it will be the most urgent affairs to investigate the historical evolvement of Guangxi regional economic policies, to reflect on the historical and realistic factors of its slow development and to explore its way out .This article is from the historical angle of developing evolution of Guangxi regional economic policy and predicated on recognizing historical skeleton of Guangxi regional economic policy, it explores effective policy approaches to fulfill spanned development so as to provides useful reference to the research of Guangxi regional economic development and the policy-making .The article consists of five parts, the main contents of each part are as follows:Chapter I: PrefaceAs the Preface of the article, this section includes the significance of choosing the article's title, research status quo, research ideas and methods, the definition of the concept, the theory involved and the innovation in this article.Chapter II: Guangxi regional economic policy in 1950– 1977It mainly focuses on the formation of Guangxi'special status before the open and reform, while during this period, the Southeast Asia had Cold War and China was in the strategy of balanced development. And on this basis, this part researches on the formation of Guangxi economic policy and analyses its success and insufficiency.Chapter III: The evolution of Guangxi regional economic policy in 1978– 1991 First studying the impact that Southeast Asian Cold War has on China's development strategy, mainly focusing on the impact that the evolution of the relationship between China and Vietnam has on Guangxi regional economic development, then revealing the main causes why Guangxi lost the opportunity to develop at the beginning of the opening and reforming period. At the same time, inspecting the new tendency of Guangxi regional economy on regional cooperation, foreign intercourse and industry policy during the ten years after the opening and reforming of China.Chapter IV: the transformation of Guangxi regional economic policy since 1992 This part mainly studies on the transformation of Guangxi regional economic policy since 1992, and discusses, among the reasons causing the transformation, the Southeast Asia factor, especially the impact that Chinese domestic development strategy had on Guangxi regional economic policy. This part also discusses"Economic Corridor construction."on Guangxi according to our state's strategy"Southwest Joint development". The article also discusses and analyses the necessity and feasibility of the"Eastward strategy"and"Southward strategy"which is put forward by Guangxi, on the basis of reflecting on the Economic Corridor construction. It also concludes that, under the background of the state's non-balanced and harmonious development strategy, Guangxi, its regional economic policy has the following characters: regional economic policy's ascertainment, marketing economy and the center government policy's follower.Chapter V: Reflect on the history and reality of Guangxi regional economic policy and countermeasuresThis chapter is the reflection on the history and reality of Guangxi regional economic policy. Under the traditional planned economy, it is difficult for Guangxi to do innovation and development in policy making. This part further points out that since 1992, Guangxi, though as the most convenient access to the sea in southwest China, its" Corridor Economy" fail its purpose. The reasons are that it can not fully benefit from and accept the industry transfer from the south China's economy. In this part, new proposals are proposed here that regional economic policy should stick to its stand and respect. That is to stick to the principle of comparative advantage. Meanwhile, Guangxi should adhere to extend the regional cooperation with Yunnan, Guizhou, Hunan, particularly with Guangdong, Hong Kong and Macao. It also tries to open up cooperation with ASEAN countries in depth and breadth, establishes new economy and develops "growth pole."... |
