Co-building economic corridors is an important practice between China and Southeast Asian countries within the cooperative framework of the Belt and Road Initiative.China has established a number of bilateral and multilateral cooperation mechanisms with Southeast Asian countries.In the current critical period of improving its quality and upgrading the cooperation,it is of great significance to ensure steady progress of the economic corridor cooperation.At present,from the macro level,the process of building economic corridors between China and Southeast Asian countries is constantly advancing,but facing many uncertain factors.Part of the economic corridors is facing many difficulties from concept to practice,while a lot of economic corridor cooperation presents the crux of slow progress,slow effect and so on.Therefore,how to clarify these uncertain factors and promote the economic corridor cooperation between China and Southeast Asia efficiently and sustainably has become an urgent issue.The thesis makes a comparative analysis on the previous regional economic growth theories,and tries to build a sustainable theory to adapt to the economic corridors constructed by China and Southeast Asia.The theory redefines the concept,enriches the theoretical connotation,and successively puts forward three elements of the sustainability,the influencing factor model and the life cycle of economic corridor cooperation;the theory also explains the driving force,influencing factors and specific process of continuous evolution of economic corridor cooperation.Based on this theoretical framework,the thesis analyzes all kinds of problems of cobuilding economic corridors between China and Southeast Asian countries.First,the thesis has analyzed the current characteristics of economic corridor cooperation between China and Southeast Asian countries.At present,the cooperation is in the primary stage of economic corridor life cycle.In order to realize the goal of sustainable development,the cooperation features amity,sincerity,mutual benefit and inclusiveness as well as pursuing greater good and shared interests,the cooperation also adheres to green development concept,sticking to comprehensive development of large-scale transport infrastructure with interactive development and multivariant financing channels.Second,according to the key elements of sustainability of economic corridor cooperation,the thesis has analyzed the driving force of economic corridor cooperation between China and Southeast Asian countries.The interwoven strategic interests,security interests and economic interests of the member states give birth to their strong motivation to participate in the regional economic corridor cooperation,and become the driving force for the sustainable development of the regional economic corridors.Third,the thesis has analyzed the restrictive elements for the sustainable development of economic corridor cooperation between China and Southeast Asian countries based on the sustainable influencing factors.The poor economic geography makes the construction of regional economic corridors face complex difficulties,which seriously restricts the economic and social sustainability of the cooperation;the lack of institutional building capability breeds the problems of "vicious free riding","tragedy of the commons" and lack of overall planning in the cooperation;the "hedge economy" established by the United States,Japan,India and other foreign powers in the region makes the progressing of economic corridor cooperation between China and regional countries face huge geopolitical pressure;the "negative externality" influence of adjacent regions,led by non-traditional security threats,has laid incalculable security risks for the continuous progress of economic corridors.Finally,based on the restrictive elements of the sustainable development of the cooperation,the thesis has explored the specific path to realize the sustainable development of economic corridor cooperation between China and Southeast Asian countries.China and regional countries should strive to reshape the economic and geographical characteristics of the regions inside and along the corridors,turn around the location disadvantage of the corridors by means of immigration incentives and the coordinated development of "PortIndustrial Park",and enhance the economic and social sustainability of the economic corridor cooperation;all participants need to build up the project supervision mechanism,set up the social responsibility assessment mechanism for enterprises settled in the corridor,and establish joint steering committees in order to strengthen the capability building and ensure sustainable implementation of various policies and rules;China needs to give full play to its own production capacity and geographical advantages,make good use of the third-party market cooperation mode,encourage all parties to integrate organically and properly deal with the competition from the United States,Japan,India and other countries so as to consolidate the political sustainability;Meanwhile,China and regional countries need to further strengthen non-traditional security cooperation,trace the source and take more flexible and effective ways to minimize the impact of adjacent areas on the sustainable development of the corridor cooperation.In the future of post epidemic eras,with continuous progress of regional economic corridor construction,the economic corridor cooperation between China and Southeast Asian countries will gradually enter the intermediate stage of the life cycle.Facing the complex international situation,China and Southeast Asian countries should take digital and innovation as the guide,vigorously enhance the digital and intelligent transformation of regional economic corridors,and inject strong power into the recovery and modernization of regional economy.
