Because of the rapid development of Chinese cities,urban construction land growing, non-renewable land relative shortage of resources,the development and the use of urban land reasonable becomes one of important topics in land development research area.The urban planning and city property development has also formed the process with the city land comprehensive development potential research which affects mutually,restricts mutually.This article froms study with the city land comprehensive development potential background,has discussed the city land comprehensive development potential appraisal related concepts,uses the the related basic theory of soil evaluation to take the basis of the paper appraisal,analyzs the factors affected the city land comprehensive development potential,takes the factor evaluation and the fuzzy comprehensive analysis as the assessment method of the city land comprehensive development potential,takes urban planning land parcel as basic appraisal unit,establishes evaluation index system,plotting to urban planning as a basic evaluation unit,calculates the target weight under its different use, obtains it according to the computation step to divide the value and the characteristic value in the target synthesis,and taking Kunming tranquility Tatun District as an example,on the basis of urban land use detailed regulations and control,analys the the various factors impacting of the new district Anning City Tatun potential for the development of comprehensive urban land,obtains appraisal result under the current land use the land comprehensive potential development,and proposed the suggestion according to the result,provides the basis for the Arming land plan and the real estate exploiter's activity.The full text is divided into five parts:the first chapter of this paper focuses on the background to the study,the comprehensive development of urban land on the status and potential of dynamic both at home and abroad,research papers as well as the significance and purpose of the expected outcome of research,technical routes and methods;ChapterⅡmainly urban land evaluation of the potential for the development of comprehensive overview, including city land concepts and features,the concept of urban land development, urban land development patterns,urban land potential for the development of integrated content and the potential for the development of comprehensive urban land evaluation basis of the principles and theories - Location Theory,rent theory,the theory of diminishing return of land and sustainable development theory;ChapterⅢis the focus of this paper, details of the impact of urban land potential for the development of integrated factors, factors fuzzy comprehensive evaluation method and analysis of this thesis as the evaluation method,established evaluation index system,and has arrived at the different planning purposes under the conditions index weight,the two described in detail evaluation method of concrete steps;ChapterⅣof the first simple tranquility Tatun District of Kunming city land development and land-use status,the re-use of evaluation methods of the previous chapter tranquility Tatun District of Kunming city land potential for the development of a comprehensive evaluation example,the evaluation results are(potential for development hierarchy and eigenvalues),Qualcomm examples of the evaluation of the design thesis demonstrated a reasonable evaluation method and reliability,and the region's urban land planning and real estate development to make suggestions,chapterⅤis the conclusion part, carries on the summary to this article research results,explained the present paper research innovation spot,the discussion question and the deficiency.
