Research On Our Country's Comprehensive Agriculture Development Of Fund Management

Comprehensive agricultural development is now not only the strategic measures for our government to support and protect agriculture, but also the essential method to fulfill the task of well-off society for rural construction. China has 1.4 billion, the amount of consumption of food is enormous, 90% of which is provided by agriculture. Agriculture is the most important basis that keeps the nation safe and steady. As a result, it is a big issue that we encountered to improve the conditions of agricultural production, to boost the efficiency of comprehensive agricultural development operation, fasten the process of land governance, and promote the industrialization of agriculture.Since the comprehensive agricultural development started in 1988, the main target of it is to enhance basic construction of agriculture utilities, promote the process of industrialization, upgrade the production ability. Comprehensive agricultural development has got progress in mediate and low productive farmlands transformation; raise the ability of production in these ten years. Since 2004, the scope of comprehensive agricultural development's fund focuses on two aspects: land governance and industrialization. This paper will make research on the two lines.This thesis uses normative analysis empirical analysis methods, dividing the whole paper into five parts. The first part is introduction; mainly make a review at the theories and practice of comprehensive agricultural development's fund management at home and abroad. Chapter two mainly gives a summary of comprehensive agricultural development's fund management theories, analyzing the basic theories and knowledge. In chapter three we analyze the background of comprehensive agricultural development's fund management and rules of comprehensive agricultural development's fund management. In chapter four, we take the data of comprehensive agricultural development's fund management investing circle in Jilin province as a sample, analyzing the orientation and distribution of funds, the target of funding project, the process of project and the profitability. In chapter five, we will focus on the problems mentioned above to improve the construction of financial system and relative issues, all these measures will help increase the efficiency of comprehensive agricultural development's fund management, enhance the ability of comprehensive agricultural development.
