Comprehensive agricultural development in China began in1988. It features in joint capital inputs where the central government makes budgets, the local financial bureaus provide counterpart funds, and farmers and enterprises self-finance for the activities of comprehensive development and utilization of agricultural resources. It is a strategic measure of the Chinese government to support and protect the agriculture industry. It is an important means of financial support for agriculture and rural economic development. It is a major measure to develop agriculture, prosper rural areas and enrich farmers. It plays an important and unique role in strengthening agricultural infrastructure, improving comprehensive agricultural production capacity, promoting agricultural modernization, and ensuring steadily increase of grain production and national food security. The capital management for comprehensive agricultural development is an important part of the comprehensive agricultural development. It is a premise to ensure the quality of comprehensive agricultural development projects and improve capital efficiency. It is a key to the promotion of comprehensive agricultural development in a coordinated manner.Over the years, in order to raise the capital management levels for comprehensive agricultural development, the National Ministry of Finance and the Agricultural Development Offices at all levels have constantly improved their capital management policies for and regulations on comprehensive agricultural development capital management. They have adhered to the capital management standards and project management procedures, which has resulted in a set of rather scientific management systems and operation mechanisms. Nevertheless, as the comprehensive agricultural development continues to develop in depth, the scale of capital investments is increasing, the structure is optimizing, and the contents are increasing all the time. There still exist many problems in the capital management for comprehensive agricultural development, which is not conducive to comprehensive agricultural development. For these reasons, this paper makes comprehensive analyses of fund raising, allocation, disbursement and use, supervision, performance evaluation and other aspects of comprehensive agricultural development to identify the problems. In combination with actual work and by appropriately drawing on the advanced experience in capital management of the World Bank loan projects, it proposes a complete set of management measures and recommendations to improve the capital management for comprehensive agricultural development for the purpose of promoting scientific and meticulous management of the comprehensive agricultural development funds.
