| Agricultural industrialization, which is the period production of higher agricultural economic development in China, aimed at the promotion of agricultural production, farmers'income, and the development of rural economy through centralized building, forming development, comprehensive control and industrialization. Therefore, the agricultural industrialization is an important industrial policy for China's agriculture. According to the policy objectives of national agricultural industrialization project, the funds budget of the industrialization projects of the comprehensive agricultural development concentrates on not only expanding the development space of leading enterprises in apiculture industrialization and promoting farmers'income, but also giving full play to financial fund leverage, combining of the government action and market mechanism, as well as mobilizing the initiatives of all walks of life in comprehensive agricultural development. With the incessant increase of the investment in industrialization projects, the theorists and government have paid more and more attention to the performance of financial investment, for instance, how much power do the industrialization projects of the comprehensive agricultural development really have for the development of leading enterprises and promoting farmers'income? To answer these questions, the performance appraisal of program and theoretical indices system that are based on practical investigation and spot research must be needed for intensive study.Taking the performance of industrialization projects of the comprehensive agricultural development as the research object, and based on the theory of market failures and government intervention, the theory of the transformation of traditional agriculture, the theory of public finance, the theory of Growth Pole and the performance theory, and using qualitative and quantitative methods, the dissertation reveals the current situation and major problems in the research of performance of agricultural industrialization project from macro and micro aspects, discusses the principles and methods of performance of industrialization projects of the comprehensive agricultural development, so that the theoretic basis and feasible proposals for improving the financial supporting policies of the industrialization projects of the comprehensive agricultural development are expected to be provided.This dissertation consists of seven chapters which can be divided into three parts:Partâ… (from chapter 1 to chapter 2) is the theoretical analysis and design of research scheme. Based on the importance of solving the issues of agriculture, farmer and rural area, the background introduction of the topic selection, the goal and significance of the research are included in this part; it also elaborates the domestic and foreign dynamic research comprehensively, and illustrates the paper's mentality, techniques applied and innovations. Moreover the review about the theory of market failures and government intervention, the theory of the transformation of traditional agriculture, the theory of public finance, the theory of Growth Pole and the performance theory are given in this part, which provide conceptual framework and theoretical basis for further research.Partâ…¡( from chapter 3 to chapter 6) is the main research content about performance analysis for the industrialization projects of the comprehensive agricultural development. Firstly, utilizing the statistics during 1994 to 2008 to form a descriptive analysis about the ways of capital input in the industrialization projects of the comprehensive agricultural development, investment scale, investment regions and driving effect. Secondly, based on the introduction of the contemporary situation and the existing problems of the performance analysis on the industrialization projects of the comprehensive agricultural development, this part makes an explanation on the mentality of designing and the principle of optimality for performance analysis system, then builds macro-level and micro-level performance analysis systems and the related models. Thirdly, a macro-level performance analysis of the industrialization projects of comprehensive agricultural development is made in this part, from the aspects of driving effects of fiscal fund on social fund, the contribution of fiscal fund to the agricultural portion of GDP and its role of improving farmers' income with the built macro-level performance analysis system. Lastly, using the micro-level performance analysis system and the related model to make a case study on the leading enterprise named Chunyu Co. Ltd in hanzhong city, shanxi province, focusing on the impact to comprehensive ability and partial ability from the performance of industrialization projects of the comprehensive agricultural development.Partâ…¢(chapter 7) is conclusive comments and policy proposals. Both the theoretical and empirical research show that the industrialization projects of the comprehensive agricultural development have significant performance at macro and micro levels. The main conclusions are as follows: (1) There is certain imbalance existing in the capital invested by the government in the industrialization projects of the comprehensive agricultural development, that is,too much money has been invested in the east, compared to inadequate investment in the west; The fiscal fund for industrialization projects of comprehensive agricultural development showed quite good driving effect on both bank loans and self-financing, with the greatest driving effect shown in the east. (2) Hysteresis effect exists in the impact of capital input for projects to the agricultural proportion of GDP; the contribution of capital input for projects is larger for increasing farmer's long-term income than their short-term income. (3) The research shows that industrialization projects of comprehensive agricultural development have obvious positive effect on the enterprise, with a particular good effect seen in the initial stage. Moreover, the implementation of the project has the largest driving effect on the enterprise, but weaker influence on the innovation ability of the enterprise. According to the conclusions, four policy suggestions are advanced. |
