It reflects twenty targets ofthe local economy development from the regional economy, the industry and agriculturecondition, the quality of life and the environment governed. And it constructs the appraisaltarget system of the economy developing level. According to the technical investment anddeliver the paper instructs manpower investment, the financial resource investment,innovation ability and the high tech deliver. It uses twenty-four targets to construct theappraisal target system of the sci-tech strength level.Secondly the paper uses the principal components analytic method and appraises the areaeconomy development and the sci-tech strength level from the quota angle. Appling the SPSSstatistics software it carries on the economy level and the sci-tech strength level of variouslocations. It determines four principal components which reflect the economy developinglevel and two principal components which reflect the sci-tech strength level and calculates thescores of every principal component and synthetic scores.
