Ecological environmental construction has been the fundamentals and entry point for western development strategy, with forestry as a major force and talented people as the key to the strategy. So human resources development in forestry sector is of great significance to driving the forest project implementation, improving ecological environment and achieving the goal western development strategy and great-leap development of forestry in Qinghai.Through a thorough investigation in forestry sector of Qinghai, total quantity and its regional distribution, overall quality and status of current management were analyzed in detail. The characteristics of human resources in forestry were probed in terms of its economic, social and ecological values. The outcome will be a base for estimating the development trend in future.The estimation was undertaken on a basis of analogue, with the number of people in 2006 as the baseline. Total number of people in forestry sector in 2015 was estimated to reach 11,400 in an annual increase rate of 2.14% from 2007 through 2015, a little lower than the increase rate of 2.6% in neighbor province of Gansu. Estimation was also made regarding to the education structure and specialty structure, based on which the objectives for human resources deployment were developed.The research in combination with the national human resources policy and specific situation depicted the problems and difficulties confronted in the human resources development in the forestry sector of Qinghai. The conclusion was that human resources development in forestry sector of Qinghai should be market-oriented, strengthen the construction of secondary vocational forestry institutions, provide, input funding for attracting and motivating more talents. The reform of human resources development should be innovative and put much more emphasis on education and training centering around ecological construction and forestry development.
