In today's world, science and technology are changing day by day. The Hi-tech and Hi-tech industries chiefly represented by the information technology, space technology and bio-technology, are rapidly developed and have a profound influence on political, economic, military and cultural of all nations. Developing Hi-tech and accomplishing industrialization are becoming the important measure which all nations use to promote the close integration of technology with economy and promote the transformation of technology advantages into economic advantages.Whether High-tech development zone is competitive, it depends on whether the development zone can create, consolidate and strengthen the core competencies of High-tech industry and"Knowledge-based Economy". And its core competencies mainly depend on comprehensive innovation ability ; however these abilities including technology innovation, product innovation, management innovation, mechanism innovation and culture innovation are all depend on the human capital including various specialized personnel. Therefore, in order to promoting High-tech development zone developed faster and better, investigating the contribution made by human capital in High-tech development zone is of important theoretical and practical significance.In this paper, the first part is the review of High-tech development zone and human capital theory. And then analyze the way that how to come into play with core human capital in High-tech company. The technological level in High-tech development zone is a variable with time, so we set the technological level in the production function as a variable with time. Given the"spillover effect"of human capital, each unit increasing in human capital results in the increasing of production output and the average levels of human capital which determines the average operational efficiency. The efficiency improvements also allow individual enterprises and individuals benefit from it, namely, human capital accumulation has some external effects. The paper adds a variable into the production function, then constructs an mathematical model fit for the analyzing of human capital in the High-tech development zone. Based on the model the paper does an empirical analysis about Zhongguancun Science and Technology Park, and gives some advice and suggestion on the development of human capital in High-tech development zone.
