A Study On Cost Management Of Highway Construction Project

With the development of reform & opening and the progressive establishment of social market economy, many defects in the construction project managing system have been exposed. There are three backwardnesses in our traditional construction managing system: first the possessing pattern of the producing factors is backward; second the allocate pattern of the producing material is backward; third the flowing pattern of the producing factors of enterprises is backward. Therefore we urgently require advanced and scientific method of cost management to help cost management of construction project.This thesis fixed theory and practice basis for highway construction project cost management to facilitating the scientific and high efficiency of cost management. Firstly, this thesis analyses the significance of cost management and its present situation and reasons following by the definition on the cost in construction project with its constitution and their division. Also this research discusses the basic principle which cost management of construction project should follow and elaborates the target responsibility system and its central tasks in the cost management of construction project. Secondly, according to the process of cost management in construction project, the thesis comprehensively discusses cost forecast, cost plan, cost control, cost accounting and cost analysis, emphatically analyzes the essential control points in the process, proposes the improvement measure and the countermeasure to the existing problem in the cost management of highway construction project, in order to straighten out a clear thoughts for the cost management of construction project. Thirdly, as a result of many difficulties on control in the cost management of construction project, this thesis introduces the successful application of management information system in the cost management of construction project with its actual effects. Finally, based on actual cases, this thesis elaborates the practical applications of cost management in highway construction projects, how to achieve adding profits and saving expenses, and gives a simple appraisal on its effects.The practice proved that, with modern cost management ideas, choosing methods of advanced and scientific cost management, and matched by the scientific and highly effective safeguard system of cost management, the cost management of highway construction project could obtain remarkable results.
