It is the important content for personnel system reform that establishes the independent nimble drive mechanism. Popularly speaking, the question is how to solve transfers by superintendents' enthusiastic in the management. In working, the bestirring is the stipulation which formulates through superintendent's behavior or the organization, and is served with by superintendent's behavior some kind of stimulation, then causes them to achieve the management goal diligently, and completes the organization task. Due to different personnel characteristic, we inspire personnel energy by managing reasonable recompense system, effectual training mode and equitable performance management.This paper is divided into five chapters, including theoretical auxiliary and empirical analysis two major part, using literature search method, comprehensive induction method and real example analytic method, etc. The chapter one, the part of the introduction draws the question, expounds content and method that this text studies. The second chapter is the auxiliary parts of theory, and mainly according to the incentive theory, combining the organizational characteristic, through deeply and detail investigation, analysis and study of company's human resources, the integrated incentive model is given which is as the foreshadowing and theoretical foundation of empirical analysis. The third, the fourth, the fifth chapters, the author's company is discussed as an example. The integrated incentive model (Motivation system, Compensation system, Training mode, Performance management) is used to analyze the related problems of company. Following this, the improvement measures are given. It has general reference for reconstructing incentive mechanism of institutions. In the last chapter, the topic which elaborates carries on the summary and proposed needs further to study question.
