With the advent of the era of knowledge economy, human resources have become a modern enterprise's most valuable asset. The competition for enterprises to participate in market is personnel in the final, especially after China's accession to the WTO, the most serious challenges for enterprises is the loss of senior managers. How to motivate the conduct of operators, how to link the income of senior managers with their responsibility, operating risks and results of operations, we need to set up reasonable and effective performance appraisal system and pay management system as soon as possible.With the increasingly intense competitive environment, high-quality energy demand and high-tech intervention to increase energy efficiency, for energy enterprises, not only their products and markets will be directly affected, but also their management system, resource allocation, production factors will go through profound changes. Therefore, as a large-scale coal enterprise,in order to improve the competitiveness of enterprise, B energy limited liability Company has to take performance appraisal and pay systems as important aspect and core contents and manages itself scientifically and effectively.This paper takes the research method of a combination of theoretical analysis and empirical application. After introducing and analyzing performance appraisal and salary management theory and design methods, the author sets up key performance indicators-based performance appraisal system and incentive post performance pay system according to the company's actual with appropriate theory. At last, we apply the company's performance and salary management programs to use and do some flexible adjustment so as to promote the realization of the strategic objectives and sustainable development.
