The Study On Strategies Of Handling Technical Barriers To Trade Of The SMEs' Technology Innovation

With the process acceleration of economic globalization and trade liberalization, tariff, quotas, licenses and other countermeasures were gradually weakened. In some developed countries, except for anti-dumping, safeguard countermeasures and other trade protection measures, TBT gradually become the main international trade barrier and be widely used by some countries as a strategic competition means. Because there are differences in the economic development level and science technology, the developing countries are always at a disadvantage position facing to TBT. Since the reform and opening to the outside word, SMEs occupies an outstanding position in the economic development of our country, they became the main force of promoting the development of the national economy and are driving China's exports. Because of the particularity of SMEs, their exports were facing some obstacles that most from the developed countries. With the trend of TBT development, it is foreseeable that in a certain period TBT will become one of the major obstacles in China's exports of SMEs.TBT fully embodies the duality that technical standards, regulations and assessment procedures not only would promote the international trade but also would hamper the development. It is a dynamic development process between setting and transcending. TBT is essentially the specific embodiment of technology gap among different countries, so the most effective way to handle TBT is to improve the quality of the product through technical innovation. In the 20th century, technological innovation of SMEs has been great developed. Compared with large enterprises, not only SMEs have a larger proportion of innovation number, but also not inferior to large enterprises in the level of innovation and effects. SMEs possess an obvious advantage in some industries of developed countries, particularly in the new industries. In this article, through the studying of strategic that be used by SMEs to handle TBT, theoretical basis and reference methods for SMEs'technological innovation to select appropriate strategy to handle TBT are provided so that the scientific of strategies choice for SMEs'technological innovation and the capacity of breakthrough TBT are enhanced, the effectiveness of handling TBT is improved.In this article, technology innovation features and strategies of SMEs have been analyzed based on lots of documents from home and abroad and some features of TBT. Using the analytical tools of game theory, the game analysis framework of handling the TBT of the SMEs that be used to improve the technological innovation was established. Firstly, an analysis was made that was on the factors of influencing government and SMEs'effort level of the technological innovation though the game model that was used by government and industry associations to support SMEs technical innovation to TBT. through the studying of strategic that be used by SMEs to handle TBT, it was described the important role of the government and industry associations to support SMEs'technical innovation to TBT. From the perspective of the entire market, another analysis was made that the relationship between Individual enterprises'technical innovation strategy and market structure evolution through evolutionary game mode SMEs technical innovation to TBT. And seek a reasonable technical innovation SME market structure, thus rationalized the allocation of technological innovation resources. The process that the superior position of high quality products in the market competition and gradually squeeze out low-quality products in the market share, at last expulse low-quality products was analyzed though the game model based on the strategy that is different in product quality . It can be conclude that the technological innovation is the fundamental factors of TBT breakthrough. Lastly, strategic choice and influencing factors of technology innovation handling TBT were discussed from the perspective of the government, industry and business. Some strategies and models were proposed and the ways for the technology innovation of SMEs were put forward after the analysis of technology innovation difficulty and influence elements. As an example of Zhejiang Zhaolong Cable Ltd, the mode of technological innovations of the enterprise strategy and the way of technological innovation were analyzed. And WEEE, RoHS, EuP trade barriers in EU was breakthrough through technical innovation in Zhaolong Cable Ltd. It notes the feasibility and effectiveness that SMEs breakthroughs TBT through technical innovation.
