Study On The Influence Of Technical Standard On Technological Innovation Of Small And Medium Enterprises In China

With the advancement of science and technology and the development of the economic globalization accelerating increasingly, technical barriers to trade has replaced tariff barriers to have become the most important part of international trade barriers. Technical standard is becoming the important instrument to establish technical barriers to trades. Technical standard has already become an important means for various countries to develop trade, protect national industry and promote technology improvement. And the level of standardization has become the objective dimension of the development of science and technology for countries. Under the situation of the international status of technical standard increasingly visible, the standardization organizations of developed countries struggle for controlling international standards by standardization strategies. Because of restricted economic conditions and technical level, a large number of products of developing countries can not meet the needs of international standards, which is not fair trade.This paper aims at the influences of technical standard on export trade and technological innovation of medium and small enterprises in our country. Technical standard is a two-side sword. On one hand, it gives strong support to technological innovation. On the other hand, it restricts the innovational activities of medium and small enterprises. Therefore, export-oriented medium and small enterprises are facing more challenges from technical standard, and the impacts can not disappear in the short term. To improve the abilities of technology innovation for export-oriented medium and small enterprises, to improve the quality of products and technology percentage composition by technology innovation, to make the products of medium and small enterprises competitive is the key to deal with technical standard barriers. And the corresponding researches are significant and practical.Firstly, this paper analyses the domestic and foreign tendency and current research situation of the impacts of technical standard on technological innovation, and find out the problems. Secondly, this paper introduces the correlative theories of technical standard and technology innovation of medium and small enterprises. Thirdly, this paper introduces the situations of technical standard at home and abroad. Fourthly, this paper analyses the function of technical standard, which provides knowledge stocks and responses functional requirement, and then establishes relational model about the impacts of technical standard on technological innovation of medium and small enterprises in our country. And then, this paper researches on the investment elements such as technical, information, equipment, capital and personnel, and the stages of technological innovation such as conceiving, R&D, designing, producing and marketing. And then it probes into the quantity and price diploid-influencing mechanism of technical standard on innovation products. Lastly, according to the Game Theory and demonstration analysis, this paper gives the countermeasures for government, associations and enterprises how to solve this problem.
