Social Security is a basic system for the protection of people’s livingstandards, regulate social distribution. Fiscal spending on social security is a key linkin the implementation of the social security system, and it reflects the degree ofattention of the government for social security work, indirectly reflect the level ofdevelopment and the health of the social security system in a country or region.In this paper, based on the data in Shanxi Province in2007-2011analysis ofShanxi Province, the financial situation of social security expenditure. Analysis fromthe financial scale of social security expenditure in Shanxi Province, the level ofexpenditure, expenditure structure, regional distribution, and inter-regionalcomparisons come to Shanxi Province’s fiscal spending on social security is growing,but the financial level of social security expenditure scale low project of ShanxiProvince, fiscal spending on social security structure there should be improved, theprovince regional differences still evident, with national and other provinces in comparison, there are a lot of upgrade space.Therefore, in order to enhance and improve the fiscal and social securityexpenditure in Shanxi Province, the actual combination of Shanxi Province, thepaper argues that economic development should be vigorously increase fiscalspending on social security. A sound system of public finance expenditure, andstrengthen the management of social security expenditure, improve the social securitybudget system, do a good job in increasing the value of the work of the SocialSecurity Fund, the establishment of a sound social security budget and managementoversight of the financial mechanism, to ensure the smooth implementation of thesocial security system. |
