Research On Decision Making Of Land Reserve

The current urban land reserve system of China is an innovation of urban land management system. However, urban land reserve is gropingly operating in China of which the decision making process has characteristics of deal and administration. Restricting by arbitrary will of the government decisionmakers , the results are of a certain extent randomicity and blindness .Because of these, scientific decisions made on urban land reserve are certainly demanded.Starting with the theory of decision-making and following analysis of the institutional environment of land reserve decision-making in China, this paper explores the land reserve decisions both on strategic and operational level under the decision-making framework, combining with the actual operation of land reserve in Wenzhou City.The results show that both the quantities of reserved land and granting land are less when capital issue is considered , which means the government reserves less land due to capital limit. Secondly, the estimated quantity of land reserve at the end of 2008 is reasonable, which contains 39.97-48.85ha. new banking land.Thirdly,land parcels with high evaluation of reserve potential are mainly in the old city,especially in Lucheng District.Finally,these land parcels with mark more than 0.673 have higher priority to be reserved.
