Land reservation was formally introduced in China in 1996 practice phase, with the establishment of Shanghai Land Development Center, China's first official land bank institutions was established. Immediately after Shanghai, Hangzhou established a land bank institutions. In 2001 with the "management of state-owned land on the strengthening of the notice" in the work of the State Council approved the land reservation, the land reservation system was encouraged to a nationwide promotion. However, by 2007 the National Land transfer income had nearly 1.3 trillion yuan, to the 2010 national land sale revenue went to 2.9397 trillion yuan, such a huge income makes a role in land bank beyond which was first established for the supply of land range, more indirectly pushing up land prices and the expansion of local finance . This made the work of land reservation had a strong driving force of the expansion of land reservation, land reservation institutions often make too much of the land reservation, causing the low efficiency of land use. In this regard, this paper combined with our national conditions, based on theoretical analysis and empirical analysis using a combination of methods, trying to put forward land reservation strategy for determining the amount of land bank to provide a theoretical basis.The basic land reservation and the excess land reservation are discussed in this thesis. The thesis researches the time delay land reserve and the land reserve for stabilizing the market in the analysis of the basic land reserve, using grey theory. And find out quantitative calculation method for them. Then researches the necessity ,the applicable condition and favorable quantity in the analysis of the excess land reservation,using B-S model. Finally in case of Beijing ,the land reservation is calculated and compared with the target of the land bank of Beijing in 2011.And the result is precise. This shows the good applicable of the theory. |
