Environment Analysis And Countermeasures Of Building Energy Efficiency Public Policy In China

The purpose of this thesis is to solve the contradiction between energy crisis having become increasingly clear and the sustained and healthy economic development of construction in china. On the basis of enery efficiency public policies existing at home and abroad , the current energy policies in china have been carried out in order.By learning from foreign experience, the gap of energy efficiency public policies between in china and abroad.Further from the three main aspects impacting the whole construction enery efficiency process: Government, developers and the consumers with the need of purchasing,It is in-depth analysis that the relations of the three aspects of enery efficiency in china. Through the dynamic analysis of three aspects of contruction enery efficiency, including between the Government and the developers,and between developers and consumers, furtherly find the key chain relationships that affecting our country construction enery efficiency work. These relations are such as : Firstly, in the initial stage of building energy conservation, goverment needs to control market. If the Government gives preferential treatment to the amount, it is necessary to control the amount within a certain range; in the building energy efficiency mature stage, the Government needs to reduce intervention and regulation on the market. Secondly, the size of the camouflage cost decides the developers'publicity strategy, consumers'paying capability impacts the price of enery efficiency constructions.By the conclusion of the key relationships of construction energy efficiency and the building energy conservation questionnaire organized by ministry of construction in 2005, the important aspects of building energy efficiency are concluded ,including: firstly,because of the slow development of building energy efficiency energy market,it is difficult to promote building energy conservation through the market mechanism; thirdly, the old buildings'refresh is diffcuilt to start;fourthly, building enery efficiency technologies and materials are less utilizated,which can't meet the market demand.The renewable energy utilization rate is low.fifthly,building energy conservation standards and specications are poor;sixthly, the standard and specifications are not carried out well.At the end of this paper, the relationships between the control theory and design of building energy conservation standards are analysed. On the basis of the important aspects found from the control theory framework design the building energy perspective of conservation policy, including: mainly through setting control tasks and choosing control options,the five major public policy control mechanisms of building energy efficiency which includes economic incentive mechanism,the order mechanisms,assessment incentive mechanism,technical authentication mechanisms and the community participating mechanism are concluded.Especially the economic incentives policy system included by the economic incentive mechanism and the important three parts of the order mechanism are importantly explained.All the work of the thesis are ready to improve the sustainable development of energy efficiency construction planning and give referency contruction planning and give reference of the formulation of public policies about building energy efficiency.
