Research Of The Supporting Policy Of Building Contract Energy Management

The Chinese government introduced a series of policies including taxation, finance, basicspecifications, etc. to promote the contract energy management mechanism wich has beenintroduced to China since the1997develop healthy. The introduction of energy managementcontract mechanism in the field of building energy-saving is very important for to achieve"the twelfth five " goal. The Ministry of Housing document mentioned several times toencourage the adoption of energy management contract mechanism for energy savingbuildings. But the development of contract energy management mechanism in the field ofbuilding energy-saving is far behind the field of construction industry. This paper attemptsevaluate the supporting policy of the building energy management contract using theknowledge of public policy and economic management, intending to identify deficiencies inpolicy and giving my policy-oriented advice and suggestions.This paper has classified the energy management contract policy in China, establishedthe evaluation index system for the building energy management policy using the relevanttheoretical knowledge of public policy evaluation. And this paper evaluated the existingbuilding energy contract energy management policy by the quantitative and qualitativemethods. Based on the assessment results, the author designed three new operation models ofbuilding energy management contract under the context of carbon emissions trading, andestablished the economic model for the two type of building energy management contractprojects.
